Biodiversity Development Assessment Reports (BDAR). When you need one and what it costs.
The NSW Biodiversity Offsets Scheme triggers BDAR requirements when vegetation clearing exceeds defined thresholds.
The NSW Biodiversity Conservation Act 2016 introduced the Biodiversity Offsets Scheme (BOS) and the Biodiversity Development Assessment Report (BDAR) requirement. For properties in mapped biodiversity values areas, the BDAR can be one of the most consequential cost factors in any development project.
This post explains when a BDAR is triggered, what it costs, and what the implications are for buyers.
What a BDAR is
A Biodiversity Development Assessment Report (BDAR) is a detailed ecological assessment prepared by an accredited assessor. The BDAR documents:
- The native vegetation on the lot
- The threatened species and ecological communities present
- The impact of the proposed development
- The offset requirements to compensate for the impact
- The mitigation measures to minimise the impact
The BDAR is submitted with the DA and assessed by council and (for substantial impacts) by the Department of Climate Change, Energy, the Environment and Water.
When a BDAR is required
The BDAR is required when proposed development triggers the Biodiversity Offsets Scheme. Two main triggers:
Trigger 1: vegetation clearing thresholds
For each lot, a clearing threshold applies based on the lot's minimum lot size:
- Lot size up to 1ha: 0.25ha vegetation clearing threshold
- Lot size 1-40ha: 0.5ha clearing threshold
- Lot size 40-1000ha: 1ha clearing threshold
- Lot size 1000ha+: 2ha clearing threshold
Clearing above the threshold triggers the BDAR.
Trigger 2: Biodiversity Values Map (BVM)
If any clearing occurs within mapped Biodiversity Values, the BDAR is triggered regardless of area. The BVM shows areas of high biodiversity value identified by the NSW Government.
Coverage of the Biodiversity Values Map
Approximate BVM coverage by LGA:
- Blue Mountains: 60-75% of residential lots
- Hornsby: 35-50% of residential lots
- Sutherland Shire: 20-30% of residential lots
- Northern Beaches: 30-45% of residential lots
- Wollondilly: 40-60% of residential lots
- Hawkesbury: 25-40% of residential lots
- Byron Shire: 25-35% of residential lots
- Tweed Shire: 30-40% of rural residential lots
- Inner-Sydney LGAs: less than 5%
What a BDAR costs
BDAR cost varies enormously based on lot size, vegetation complexity, and impact scale:
Small project (single dwelling on cleared lot)
- BDAR not typically required (clearing below threshold)
- May require minor ecological assessment ($1,000-3,000)
Medium project (single dwelling with vegetation clearing)
- BDAR required if clearing exceeds threshold or affects BVM
- Cost: $15,000-30,000
- Plus offset cost (varies, see below)
Substantial project (multi-unit, substantial clearing)
- BDAR required
- Cost: $25,000-60,000
- Plus substantial offset cost
Major project (subdivision, large-scale clearing)
- BDAR required, often with multiple seasons of survey
- Cost: $50,000-200,000
- Plus very substantial offset cost
What offsets cost
The Biodiversity Offsets Scheme requires impact to be offset by purchasing biodiversity credits. The credits represent equivalent biodiversity values at offset sites.
How offsets are calculated
The BDAR calculates:
- Ecosystem credits required (based on vegetation type and area)
- Species credits required (based on threatened species impact)
Credit prices
Credit prices vary by vegetation type and species. Indicative ranges:
- Common vegetation types: $5,000-20,000 per ecosystem credit
- Less common vegetation: $20,000-80,000 per credit
- Threatened species credits: $30,000-200,000+ per credit
Total offset cost for typical project
For a typical single dwelling project with substantial clearing:
- 0.5-1 ha clearing of remnant native vegetation
- Ecosystem credits required: 5-20
- Total offset cost: $50,000-300,000
For substantial projects, offset cost can exceed $1M.
The "Biodiversity Stewardship Agreement" option
As an alternative to purchasing credits, landowners can establish a Biodiversity Stewardship Agreement (BSA) on their own land:
- Permanently protects defined area of native vegetation
- Generates credits that can be used to offset the development impact
- Provides long-term income from credit sale to other developers
This is rarely viable for individual residential projects but can work for larger development sites.
When BDAR triggers a deal-breaker
Three scenarios:
Scenario 1: substantial native vegetation on small residential lot
A residential lot with substantial remnant native vegetation may have:
- BDAR cost: $20,000-40,000
- Offset cost: $100,000-300,000
- Total biodiversity cost: $120,000-340,000
For a project with budget under $1M, this can exceed feasibility.
Scenario 2: threatened species habitat
If the lot has confirmed habitat of a threatened species:
- BDAR cost substantially higher (multiple survey seasons)
- Species credit cost very high
- Council may refuse approval if impact cannot be adequately offset
Scenario 3: subdivision involving substantial clearing
For subdivision projects:
- BDAR cost: $50,000-200,000
- Offset cost: highly variable, often $200,000-1M+
- Combined: can make subdivision projects financially unviable
How to check biodiversity status pre-exchange
Step 1: pull the Biodiversity Values Map
The BVM is available on the NSW Department of Climate Change, Energy, the Environment and Water website. Search by lot to identify whether the lot intersects mapped biodiversity values.
Step 2: identify mapped vegetation
The lot may have native vegetation that is not within BVM but is still subject to:
- Local clearing controls (e.g. Tree Preservation Orders)
- Threatened species considerations
- Endangered Ecological Communities
Step 3: read the local DCP
Most councils have biodiversity provisions in their DCP additional to state-level controls.
Step 4: consider ecological consultation
For lots with substantial vegetation and planned clearing, a preliminary ecological consultation ($1,500-3,500) before exchange tells you what the realistic BDAR pathway looks like.
How BDAR affects different property types
Existing dwelling, no planned redevelopment
Generally no BDAR implications. Existing vegetation continues to be subject to local clearing rules but no BDAR triggered.
Existing dwelling, planned renovation within existing footprint
Generally no BDAR implications if no vegetation clearing.
Existing dwelling, planned extension or pool
May trigger BDAR if vegetation clearing exceeds threshold or affects BVM.
Vacant lot, planned new dwelling
Often triggers BDAR if substantial vegetation must be cleared for the dwelling footprint.
Subdivision project
Almost always triggers BDAR for any substantial vegetation impact.
Workarounds and reduced-impact pathways
Three approaches to reducing BDAR impact:
Approach 1: minimise clearing area
Design the building footprint to fit within already-cleared portions of the lot. May require:
- Smaller building footprint
- Compromise on design preferences (orientation, layout)
- Workable in many but not all cases
Approach 2: avoid high-value vegetation
Identify vegetation type and species before design. Locate building footprint to avoid the highest-credit-cost vegetation.
Approach 3: use offsets purchased pre-DA
Purchase offset credits before DA submission to streamline the approval process. Sometimes results in lower offset cost (avoiding price escalation during DA process).
The BDAR system is one of the most consequential and underestimated cost factors in NSW residential development. For lots with substantial native vegetation, the BDAR and offset cost can fundamentally change the viability of a project. Reading the BVM and assessing the realistic biodiversity cost before exchange is essential for any rural-residential or bushland-edge purchase.
